The referendum to fund the Lexington, KY, public transit system through a tax hike had already failed twice, but this time, LexTran depended on the voters to keep the buses running. So AD-SUCCESS reminded voters that THEY depend on LexTran to keep the city running. When you look at it that way, a little tax increase is a lot less painful than the alternative. Result: the referendum passed 52%-48%.
